01;02;11;09 "There's a whole world of microbiology"

01;02;16;27 "for a huge amount of chemistry to occur."

01;02;19;03 "So when you add really high humidity,"

01;02;22;09 you're gonna make water films.

01;02;24;04 "And you've seen this when you have a really humid day"

01;02;26;28 "and you get water condensation on your, perhaps on the glass"

01;02;31;13 or inside your home.

01;02;33;03 "So this is the experiment that we've done at Casa."

01;02;36;09 "So we have pumped up the humidity of the house"

01;02;40;09 to 75% for several days in a row

01;02;46;05 and watched the chemistry.

01;02;47;27 "You can visibly see the water films"

01;02;49;12 forming inside the house.

01;02;51;03 "It looks like the house is sweating."

01;02;53;05 We suddenly see

01;02;54;22 "not just the chemistry on the organic surfaces of the homes"

01;02;58;05 and on the paints,

01;02;59;19 "but we're suddenly creating this film of chemistry"

01;03;02;22 "that can act just like a glass of water"

01;03;06;01 but with a huge surface area.

01;03;08;23 "So we have this massive water film inside the house,"

01;03;12;09 gases that are soluble,

01;03;14;15 "so things that can move into that water film will all tend"

01;03;18;24 "to move out of the gas phase and onto that water surface."

01;03;22;05 So we can watch them move

01;03;24;12 "by measuring the chemistry in the air."

01;03;27;06 "And then you get reactions inside that water film"

01;03;31;02 "and then we can see that pump out new"

01;03;33;29 and different chemicals.

01;03;35;05 "This is a really hard experiment to do,"

01;03;36;27 but I think it's really relevant

01;03;38;26 "because with flooding events and with hurricanes,"

01;03;42;23 "and these events are only going to increase"

01;03;44;17 "with climate change, they already are, we're seeing more"

01;03;47;26 "and more water in homes that is changing the composition"

01;03;51;14 "of the air that we are breathing just by adding water."

01;03;56;05 "- So hurricanes, we have wind, we have rain,"

01;03;59;28 "we have wind-driven rain, we have storm surge,"

01;04;03;10 and we have flooding.

01;04;04;20 So that's a multi-hazard storm.

01;04;07;05 "The thing with hurricanes and tornadoes,"

01;04;09;14 "'cause tornadoes are often also in the middle"

01;04;11;27 "of severe storms where there's rain involved,"

01;04;14;03 "is both of these types of wind events"

01;04;17;01 "do create enough uplift that you see damage on the roof."

01;04;21;16 And that's a lot, again,

01;04;23;08 "because we're not designing to prevent that uplift."

01;04;26;10 "And so when you have that uplift on the roof,"

01;04;28;17 "you see the roof shingles start to come off,"

01;04;31;00 "you might see roof panels start to come off."

01;04;33;11 "You might see windows get broken by windborne debris."

01;04;36;29 "So that's another important part of the hazard combination"

01;04;40;17 "of these types of storms too, is the windborne debris"

01;04;43;05 "that's creating missiles on our homes."

01;04;45;10 "So now when you have damage to your windows,"

01;04;47;20 damage to your roof,

01;04;48;27 "and then it rains and that water gets inside,"

01;04;52;27 "now it's gone from being a structural problem on the roof"

01;04;56;16 "that maybe could have been fixed,"

01;04;58;23 "once you've got all that water damage,"

01;05;01;07 everything's completely lost.

01;05;06;06 "Inland flooding is becoming a really big problem"

01;05;09;27 in the United States,

01;05;11;11 "and I do think it's taken a lot of researchers,"

01;05;13;28 a lot of policy makers off guard

01;05;16;18 "because when we think about flooding,"

01;05;18;12 we think about coastal flooding.

01;05;20;07 "So back in 2016, Hurricane Matthew hit"

01;05;23;14 "the east coast of the United States"

01;05;25;11 "and devastated parts of North Carolina in particular."

01;05;28;22 "When that happened, we were able to mobilize"

01;05;31;12 "and start a field study in Lumberton, North Carolina."

01;05;34;20 "We've gone back to Lumberton six times now"

01;05;37;10 "and we're planning one more field trip"

01;05;39;12 before the end of this project.

01;05;41;22 So that's really special.

01;05;43;14 Longitudinal studies that

01;05;44;28 "last for more than one time point is special,"

01;05;48;22 "more than two time points is extremely rare,"

01;05;51;17 "and to the best of my team's knowledge,"

01;05;53;16 "which there's about a hundred of us,"

01;05;55;08 "there's no one else who has data like this."

01;05;58;04 "We survey the same 567 households every time,"

01;06;04;00 and then there's 350 businesses.

01;06;06;06 "Many of the houses are still vacant. They've been abandoned."

01;06;10;01 "We recorded somewhere close to 20% of our sample"

01;06;13;25 is abandoned housing.

01;06;15;14 "The public housing, as of the last time we did our study,"

01;06;19;00 had not been rebuilt.

01;06;21;23 "Actually, what's really special about that community too,"

01;06;24;09 "unfortunately, special about them,"

01;06;26;19 "that was 2016 with Hurricane Matthew,"

01;06;28;29 "in 2018, they were catastrophically flooded again"

01;06;32;02 by Hurricane Florence.

01;06;33;23 "And then we all know what happened in 2020"

01;06;35;22 with the COVID-19 pandemic.

01;06;37;12 "So this community represents what's likely to be a new norm"

01;06;41;04 "of being hit by repeated disaster"

01;06;43;16 "before you're able to recover from the previous disaster."

01;06;53;06 "- We're standing in front of the wall of wind, AKA WOW."

01;06;57;11 "- We can create up to a category five hurricane wind speeds,"

01;07;00;09 over 157 miles per hour.

01;07;03;05 "Our goal is to certainly focus the wind towards"

01;07;06;07 "the turntable where the structure is."

01;07;08;13 "But a hurricane wind is not nice and straight"

01;07;10;28 and laminar and smooth.

01;07;12;18 It's actually very turbulent.

01;07;14;12 "We have engineered into the system a turbulent flow"

01;07;18;08 that mimics a hurricane flow.

01;07;20;10 "So over the ocean there's not as much friction, right?"

01;07;23;12 "So the wind speeds are pretty high over the water."

01;07;25;18 "As that hurricane circulation moves on shore"

01;07;28;27 and then starts moving inland,

01;07;30;20 "it can drop tremendous amounts of rain at that point,"

01;07;33;11 "but the strongest and highest wind speeds"

01;07;35;07 "are typically right along the coast."

01;07;37;07 "- We take information both from the laboratory"

01;07;39;11 "and from field to put into our computational models"

01;07;43;08 "because a lot of design now is done on the computer"

01;07;45;23 simulating a structure.

01;07;48;04 "It is fraught with possible problems."

01;07;51;15 "You put the wrong data into a computational model"

01;07;54;18 "and you are gonna get the wrong answer."

01;07;56;18 "Calibrating models from reconnaissance"

01;07;59;14 "and what we see in the laboratory from experiments is"

01;08;02;04 "essential before we can use those computational models"

01;08;05;06 to actually design buildings.

01;08;07;25 "- Guys, I'm at the Institute for Business and Home Safety."

01;08;25;11 "- It's quite the big space - Now inside this house,"

01;08;27;28 "which they built by the way outside of this facility"

01;08;30;10 and then rolled it in,

01;08;31;17 "you can see the fans out this window here,"

01;08;33;11 "it looks like a regular house except that we've got sensors"

01;08;36;14 and sensors in here

01;08;37;27 "with miles of cable connecting all this stuff."

01;08;39;29 "- We can get over 400 sensors on a typical home,"

01;08;42;23 "and we need the level of granularity"

01;08;45;10 to have the good science.

01;08;46;25 "So it takes us a while to instrument these things."

01;08;48;28 "And then we put 'em to the test for a number of weeks."

01;08;52;05 "So we design our homes, our building codes"

01;08;54;15 and standards re designed

01;08;56;16 "as if the home remains intact and enclosed."

01;09;02;27 "So if you introduce an opening, let's say a broken window"

01;09;05;02 or a large broken garage door,

01;09;08;22 "your structure is now more like a balloon"

01;09;11;27 "than it is like an enclosed building."

01;09;14;21 "And so, you know, all of that wind"

01;09;16;11 "is gonna come into that garage space."

01;09;18;20 It's going to expand and push.

01;09;21;05 "So the inside is now trying to pop out just as much"

01;09;24;01 "as the wind is pulling on the outside."

01;09;25;28 "It really dramatically increases the wind loads"

01;09;29;00 "on the structure and leads to a lot of damage."

01;09;33;00 "The flexibility and movement of the building products"

01;09;37;18 is critical to find out.

01;09;39;20 Sure, there's some things

01;09;41;01 "that we can't fail in this facility"

01;09;44;04 and we might need a facility

01;09;45;17 "that can do some stronger winds in the future,"

01;09;47;27 "but I tell you what, I've got a lot of things to do first"

01;09;50;22 "before we start thinking about that."

01;09;52;09 "- So people who are looking for a new home beware"

01;09;55;14 "because this is basically cardboard approved by code"

01;09;59;17 "because they staple it in this very specific way,"

01;10;02;20 "but it's only approved for the strength"

01;10;04;29 that it has when it's dry.

01;10;07;01 "So as soon as it gets wet, we have a major problem"

01;10;09;24 "because cardboard wet is not gonna hold up your house."

01;10;12;29 "- [Grace] So aside from wind, which clearly we have,"

01;10;16;20 "what else are you spraying around in here?"

01;10;18;29 "- We can do plenty of stuff in here."

01;10;20;18 "One thing that comes together with the wind are raindrops."

01;10;24;22 "So with the sprinkler system that we have here,"

01;10;26;20 right here in front of the fans,

01;10;28;03 "we can deliver eight inches per hour of, you know,"

01;10;30;22 tropical-style rain to measure.

01;10;33;08 "How does that interact and where does it go?"

01;10;35;03 "Big raindrops and small raindrops,"

01;10;37;17 "the distribution that you would actually see"

01;10;40;20 in a tropical storm

01;10;41;27 "because people have gone out and measured it"

01;10;43;14 and we are replicating it.

01;10;44;29 "They are the correct raindrop sizes."

01;10;51;17 "My wife doesn't like to use the T word,"

01;10;53;11 "but yes, we had a extreme wind event according to"

01;10;56;20 "what insurance companies like to call it."

01;10;58;12 "There's not such thing as a tornado with the insurance."

01;11;00;28 "It's an extreme wind event. It was our trees."

01;11;03;15 "We had six-foot diameter trees in our front yard,"

01;11;07;13 about 60 feet tall,

01;11;08;29 "'cause it's one of the reasons why I bought this house."

01;11;10;20 It just shredded them to pieces.

01;11;12;08 "Yes, we had rain immediately after, but in about two"

01;11;15;03 "or three hours after that tornado"

01;11;18;06 "we had another band of rain come through"

01;11;20;29 "and so we got water in certain sections of the house."

01;11;23;26 I did best as I could.

01;11;25;11 I actually used towels

01;11;26;26 "and so forth where I knew water was gonna come in"

01;11;28;20 "and so it didn't get into the living space too badly."

01;11;31;28 - So tornadoes up to this point,

01;11;33;28 "they're not in our building codes."

01;11;35;23 This is kind of bizarre to me

01;11;37;10 because I grew up in Alabama,

01;11;40;04 "which is kind of the new tornado alley."

01;11;42;17 "We get more than 1200 tornado touchdowns every year"

01;11;46;11 in the United States.

01;11;47;18 "So they're the most frequent natural hazard"

01;11;49;15 that we have on record.

01;11;51;04 But they're very localized,

01;11;52;18 "and I think that's why you don't see them in building codes"

01;11;55;04 "is they touchdown and their swath is relatively small"

01;11;58;19 "compared to say a hurricane which may cross state lines."

01;12;02;14 Tornadoes are special though.

01;12;03;23 They have a really different

01;12;05;08 kind of extreme loading pattern.

01;12;07;08 "So if your building's standing up,"

01;12;08;27 you get this lateral movement.

01;12;10;11 You also get a twisting,

01;12;12;10 "and then you get a really strong uplift."

01;12;14;29 And that twisting

01;12;16;15 "and that uplift is what is so different about tornadoes than"

01;12;20;10 "a lot of the other types of natural hazards that we study."

01;12;23;17 "I know this show's about housing,"

01;12;25;18 "but it was a really special thing we saw"

01;12;27;06 after the 2011 EF5 tornado

01;12;29;26 "that went through Joplin, Missouri."

01;12;31;12 "There was a hospital that was completely destroyed."

01;12;34;20 "And when I say completely destroyed,"

01;12;36;08 I don't mean structurally.

01;12;37;23 I mean non-structurally

01;12;39;17 "because the windows were blown out and the water came in"

01;12;42;23 "and then everything was contaminated"

01;12;44;24 "and they had to completely scrap the hospital."

01;12;47;27 "So that was a really big light bulb moment for why we need"

01;12;50;27 to be designing for tornadoes.

01;12;52;20 "Tornadoes aren't in our building codes yet"

01;12;55;04 "but there were federally-funded investigations"

01;12;59;03 on some of that damage,

01;13;00;21 "and I was working on the committee"

01;13;02;24 "that now has written tornado load provisions"

01;13;06;01 "that has been adopted into the next version"

01;13;08;16 "of the ""International Building Code,"""

01;13;10;07 "which should be published in 2026."

01;13;11;27 "So in 2026 we will have tornado loads,"

01;13;15;15 "but even then those aren't for residential buildings."

01;13;18;03 "So there's still a lot of work to be done there."

01;13;22;03 "- The effect of the wind on structures is relevant"

01;13;26;11 and is very destructive.

01;13;27;20 "We should not underestimate that."

01;13;30;03 "Well, the difference between the water hazards"

01;13;32;06 "and the air hazards is how heavy it is."

01;13;35;15 "Water is thousand times heavier than air."

01;13;39;17 "So you need thousand times less volume of water"

01;13;43;02 to produce the same force.

01;13;45;11 "Wind needs to be significantly stronger."

01;13;48;27 Not a thousand times.

01;13;50;05 "It actually goes to the square of that."

01;13;51;17 So 1 million times faster

01;13;54;02 "to produce the same effect of the waves."

01;13;56;29 "The waves are not running that fast,"

01;13;59;02 "but they are thousand times heavier and stronger."

01;14;02;07 "From that perspective, once the water reaches the house,"

01;14;06;12 "it's not only flooding that is the only problem"

01;14;09;08 that you have,

01;14;10;22 "is that the waves are able to go to reach your doorstep,"

01;14;14;01 "and that is the major destructive process"

01;14;16;03 "that you have a wave that is moving"

01;14;18;24 and is hitting your structure

01;14;20;03 "because you have the storm surge."

01;14;21;23 "So that combination is then whatever happens with the wind"

01;14;26;08 "is not relevant because waves dominate."

01;14;29;00 When we talk about storm surge

01;14;30;26 or when we talk about tsunamis,

01;14;32;15 "the easy to understand dimension is how big are things."

01;14;38;29 "So how high is gonna be the storm surge or the tsunami."

01;14;41;17 "There was a warning of between one and three-feet tsunami."

01;14;45;13 "To the surfers that are surfing waves"

01;14;48;18 "that are eight feet or more, sounds like,"

01;14;50;28 well, this is not relevant.

01;14;52;29 "The relevant thing of a tsunami is"

01;14;54;29 "that not only is three-feet high, that it's super long."

01;14;58;21 It's 20 minutes long

01;15;01;02 "and that creates a change in water level of one foot"

01;15;03;27 "that is moving inland during 20 minutes in one direction,"

01;15;10;01 "and that creates significant flooding"

01;15;11;12 "and forces that knock off people on the beach."

01;15;14;26 "So when we hear about tsunamis in Banda Aceh"

01;15;19;03 "that reaches as high as 40 meters,"

01;15;21;28 "it's not because the tsunami is 40 meters high."

01;15;25;02 "The tsunami was only 10 meters high,"

01;15;26;28 "but it has the power to go uphill up to 40 meters high."

01;15;31;13 "The movies are creating a problem"

01;15;33;26 "in the understanding in the general public."

01;15;36;18 At Oregon State,

01;15;37;23 "we do have two very big facilities"

01;15;40;11 "and they are reproducing large scale,"

01;15;43;03 "sometimes even full-scale phenomena of the ocean."

01;15;46;29 But there is some limits.

01;15;48;18 "We cannot make tsunamis that are 10 meters high"

01;15;51;13 "or we cannot go as deep as the ocean."

01;15;54;09 So we have to reduce the scale.

01;15;55;22 "Reduction of the scale allows you"

01;15;58;00 "to do the testing in a reasonable cost of"

01;16;01;29 "what you are trying to investigate"

01;16;04;12 "and also allows you to go into the extreme conditions"

01;16;07;22 "so you can control having something"

01;16;09;25 "that may not happen in the next thousand years."

01;16;12;13 "- The common perception around the turn of the century was"

01;16;15;28 "that tsunamis wipe out everything."

01;16;18;13 "So the only solution is to evacuate,"

01;16;21;02 "to get everybody up to high ground."

01;16;23;12 "Once it's safe to go back, you try to recover."

01;16;26;00 "But Waikiki, for example, is impossible to evacuate."

01;16;29;19 "There are 150 to 200,000 people in Waikiki"

01;16;32;22 at any point in time.

01;16;34;11 You cannot move that many people

01;16;36;09 "in the two to three-hour warning time that we have."

01;16;39;05 "But what we saw in the 2008 Indian Ocean tsunami,"

01;16;42;21 "even in the horrific Tohoku tsunami,"

01;16;45;27 there were people who survived

01;16;47;13 by going up in taller buildings.

01;16;49;10 "Multi-story condominiums, office buildings,"

01;16;52;04 "that building designed for earthquakes,"

01;16;54;05 which is common in Japan

01;16;55;25 "and on the west coast of the US has enough toughness"

01;16;59;14 to resist the tsunami flow,

01;17;01;29 "even if that flow comes up two or three floors"

01;17;04;09 in the building.

01;17;05;17 "Alaska, Washington, Oregon, California,"

01;17;09;02 "and Hawaii are now required to design for tsunamis"

01;17;13;09 "all critical and essential facilities"

01;17;15;26 "that are within the tsunami zone."

01;17;19;20 "when the tides approach to the coast"

01;17;21;23 and are affected by rivers

01;17;23;12 or the shape of the coastline.

01;17;25;28 "The tide becomes significantly bigger"

01;17;28;21 and also becomes asymmetric.

01;17;31;03 And that is called tidal bore.

01;17;32;28 "So tidal bore happens all the time in the Amazon River."

01;17;36;28 "Is called pororoca, and is a natural hazard,"

01;17;40;16 but it is not causing disaster

01;17;42;07 "because it happens on a regular basis in a place"

01;17;44;12 that is relatively unpopulated.

01;17;47;01 "The largest tidal bore in the world"

01;17;49;01 "is in an estuary in China that is nine meters high."

01;17;52;27 So it goes from zero to nine

01;17;55;05 "in a matter of seconds in some locations."

01;17;58;09 So it was a natural place

01;18;01;16 "that it was not producing disasters"

01;18;03;14 "because it was part of nature that people start populating,"

01;18;06;25 "and actually it's a touristic attraction."

01;18;09;01 "But when they were not controlling it,"

01;18;11;13 "the tidal bore was producing disasters"

01;18;13;26 "because of the population that was living here.."

01;18;17;06 "- When we first moved into this floating home,"

01;18;20;16 we were just on cloud nine.

01;18;22;02 And about the fourth night,

01;18;23;16 "I woke up in the middle of the night and I sat up in bed"

01;18;25;20 and I thought, oh my god,

01;18;26;28 "I don't know a thing about a floating home."

01;18;29;01 But neighbors are very helpful.

01;18;30;25 You can ask.

01;18;32;01 "They'll be glad to come over and look at it"

01;18;33;16 "and help get you through whatever needs to be done."

01;18;37;19 "It was a one-story house that they built in the '70s."

01;18;41;08 "They built a second floor in the '90s."

01;18;43;15 "Early on there were no building codes"

01;18;45;07 "and in that way it was the wild, wild west."

01;18;47;08 "People were able to do whatever they wanted."

01;18;50;05 We've fallen in twice.

01;18;52;08 "And you find that tools don't float."

01;18;54;11 "- There are people that come and will dive down"

01;18;56;24 and get your stuff for a price.

01;18;59;07 "I think there's a romance to living on a floating home,"

01;19;02;08 "and the community that, you know, works to get together."

01;19;05;06 We have parties

01;19;06;19 "and it's a very congenial kind of atmosphere."

01;19;09;12 "Helping each other, obviously, 'cause they saved our house"
